ICC Appeals Panel clears Gaddafi Stadium demerit point and partly upholds Maple Leaf Cricket Ground rating

The ICC Appeals Panel announced on August 20, 2026 that it had rescinded the demerit point imposed on Gaddafi Stadium in Lahore following Pakistan's home ODI against Australia on June 4, 2026. With the point withdrawn, the Lahore venue now carries a clean record under the ICC Pitch and Outfield Monitoring Process.

The same set of rulings addressed two separate pitch assessments at Maple Leaf Cricket Ground in King City, Toronto. The panel withdrew the single demerit point attached to the June 8, 2026 Cricket World Cup League 2 fixture between USA and Netherlands, but confirmed the three demerit points awarded for the June 16, 2026 fixture between Canada and Netherlands. Maple Leaf Cricket Ground consequently holds three demerit points on its official record, while Gaddafi Stadium holds none.

Across all three cases, the panel examined match footage, Match Referees' reports and official comments submitted by team captains before reaching its conclusions.

The Appeals Panel acknowledged that the Match Referee had applied the ICC Pitch and Outfield Monitoring Process guidelines correctly when assigning the original rating after the Pakistan versus Australia ODI on June 4, 2026. Despite that procedural compliance, the panel concluded on reviewing the available evidence that the surface at Gaddafi Stadium had not displayed excessive unevenness or spin during the match.

Because neither of those conditions was established to the panel's satisfaction, the demerit point could not be sustained and was accordingly withdrawn. The venue's record now stands at zero demerit points, meaning Gaddafi Stadium faces no restrictions or monitoring escalation under the current ICC framework as a result of that fixture.

Maple Leaf Cricket Ground had received an Unsatisfactory rating for the June 8, 2026 Cricket World Cup League 2 match between USA and Netherlands, a rating that carried one demerit point. On appeal, the panel found that the pitch from that fixture met satisfactory standards, with no evidence of excessive unevenness, seam movement or spin, and the demerit point was removed.

The outcome for the June 16, 2026 Canada versus Netherlands fixture at the same venue was markedly different. That match had been assigned an Unfit rating and three demerit points. The panel determined that the pitch condition from that game was dangerous and fully consistent with the definition of an Unfit surface under ICC regulations. The three demerit points were therefore upheld and remain on the ground's record.

With the June 8 point removed and the June 16 points confirmed, Maple Leaf Cricket Ground carries a total of three demerit points following the August 20 rulings. Under the ICC Pitch and Outfield Monitoring Process, a venue that accumulates five or more demerit points within a rolling five-year period faces the prospect of being suspended from hosting international cricket, making the confirmed three points a significant matter for the Toronto ground's future as an international venue.
